Abstract :
Splitting the Bonneville Power Administration into fully separate generating and transmission entitities is the only step, short of privatization or regionalization, that would eliminate the conflict between compliance with the Federal Energy Regulatory Commission’s open access requirements and the need to maximize Bonneville Power Administration revenues for taxpayers.
