Abstract
Experience with a singular demand-side management program in India has turned up some surprising results regarding the kinds of projects that can occur without utility or government subsidies. It also reveals the shortcomings of a U.S. definition of DSM in which utility benefits and program planning are predicated on rate-recovery mechanisms. The U.S. should pay heed.
