Abstract :
While inconsistent power-plant emissions standards and
regulatory uncertainties could lead to increased pollution,
that is not a foregone conclusion if Congress steps in to
unleash countervailing forces. At least four strategies have
emerged there for integrating environmental, equity, and
economic objectives.
