Measures to limit the market power that can occur during hours of tight supply may be warranted, but designing them requires distinguishing market power from scarcity and other causal factors. The difficulty of making such distinctions, and concerns over the potential negative consequences of market intervention, have led independent system operators and FERC to adopt a cautious approach.
