Retail Electricity Markets Require Marginal Cost Real-Time Pricing

The administrationʹs energy policy calls for more government incentives to build transmission lines, natural gas pipelines, and power plants based on investments made in the past. No attention has been given to what investment decisions would flow in a truly deregulated marketplace. Rather than prescriptions and subsidies for projects, regulatory policies are needed that allow customers to respond to price signals that reflect market costs.
