Abstract :
Transmission should be allowed to emerge as a healthy, stand-alone business accountable to shareholders, customers, and consumers. A binary model comprised of independent transmission companies and independent market administrators would best fulfill FERCʹs goals of a national grid for the seamless movement of electric energy.
