Is Electricity a Right?

It doesn’t have to be. It can be treated as a commodity so long as consumers face the volatility inherent in wholesale prices, the obligation to serve is no longer the sole domain of third parties, and barriers to entry are minimized. As long as electricity continues to be treated as a right, though, customers and politicians should know it involves significant (stranded) costs in both generation and transmission.
