Regulatory Questions on Hedging: The Case of Natural Gas

Most utility commissions so far have taken the more defensible, middle-of-the-road course of allowing utilities to hedge with financial instruments, so long as it is done “prudently.” Commissions need to establish hedging guidelines up front regarding cost recovery, what constitutes a prudent decision, and the elements of an acceptable hedging strategy.
