The State of U.S. Electricity Restructuring

Ten years after federal legislation began the electricity restructuring process in 1992, the United States is stuck in the middle, with some states regulated and some deregulated. In an excerpt from her new book, Making Competition Work in Electricity, the author argues that there is still no clear policy at the national level for where we are trying to get to, and no roadmap for getting there.
