Siting Power Plants in the New Electric Industry Structure: Lessons from California and Best Practices for Other States

California’s traditional siting procedures cannot reasonably be viewed as a meaningful contributor to the state’s electricity crisis. However, states should learn from the California experience—and more importantly its response—and consider ways to align siting procedures with new market realities.
