Flow-Based Pricing of Inter-Regional Power Transfers

The removal of through-and-out charges as proposed by FERC in its proposed Standard Market Design would represent a step backwards in transmission pricing policy. Instead, through-and-out rates should be retained and used as the basis for parallel-path pricing.
