Abstract
The Resource Adequacy Requirement provisions of FERC’s Standard Market Design will require a substantial overhaul if they are to meet the Commission’s objectives. As currently proposed, they are liable to circumvention, are unimplementable in some aspects, and are ineffectual in others.
