Abstract :
Utilities that include local governments and property owners in their route planning and design process can markedly reduce the opposition to the route ultimately proposed, often because including the public in the planning process results in the selection of a route that better balances the competing factors regulatory agencies must evaluate in granting approval for a new high-voltage transmission line.
