Resource Adequacy Requirement, Reserve Margin, and the Public Goods Argument

In the California energy crisis, high prices were viewed as part of the problem (the exercise of market power), not a symptom, let alone a solution, to an imbalance in supply and demand. In this light, it is easy to understand why reliance on a physical solution is appealing. If this outlook prevails, it is important to get the level of reserves right.
