One Cheer for the Frist/Alexander Plan to Remodel TVA

The proposed plan offers no remedy for one of TVA’s key problems: that a succession of inexperienced individuals of often modest accomplishments has been trying to lead a large and complex organization through unusually difficult circumstances. A pragmatic step forward might be to fill some TVA board slots with sitting members of the public utility commissions in states served by the TVA system.
