Taking the Fork in the Road: Retooling Electricity Policy

The Federal Energy Regulatory Commission needs to mend fences. It should reaffirm its declaration in Order No. 2000 that formation of regional transmission organizations does not pre-empt state regulation. Only with trust restored between federal and state regulators can the nation make progress toward a policy that will serve the interests of consumers.
