Wires in the Air: Five Key Principles for Proving Economic Need

A case study of the potential upgrades of critical transmission links between central and southern California, as well as California and the Southwest, suggests that the use of the TEAM methodology developed by the California Independent System Operator – and its five guiding principles – will substantially enhance the ISOʹs ability to fulfill its responsibility to evaluate and recommend transmission expansion projects.
