Preference-based indices with subsidized commodities and income-dependent prices

The user cost of publicly provided services is sometimes income dependent. High-income earners pay more. A true cost-of-living index, which includes income-dependent prices, is suggested. It is shown that the corresponding Laspeyre index does not only exceed the true index but it exceeds it by no less than in the case of no income-dependent price.
