Abstract
Local legislation is an important part of a national legislative system. Facing the conflicts and contradictions among multiple interest groups in modern society, the role that local legislation should play in the construction of a harmonious society is especially crucial. The development of practice needs changes in concept; concept is the instruction of legislation and scientific concepts are the basis and premise for the harmony of local legislation. In formulating the harmonious socialist society, the development of local legislation requires new concepts; therefore, the concepts of local legislation, with the considerable enlargement of local legislative right, are changing from subordination to autonomy, from economic legislation to diversifying legislation.
