Abstract :
New member states have adopted European legislation in the field of environmental protection and after its adoption they put this legislation into power. The article deals with the problems with implementation of the Seveso II Directive,1 which have been discovered by the reviewing safety reports, submitted to the competent authority. At first glance the legislation does not seem to be very problematic, but after a closer look a number of problems can be unveiled which we think could be of interest to a wider community. Operators of the upper tier facilities should according to legislation prepare safety reports which should demonstrate that they identified the hazards and that they know how to deal with them. This can be done only by knowledgeable people who can also make the use of the results for improving safety.
