Abstract :
These instructions give you basic guidelines for preparing camera-ready papers for AP’s conference proceedings. As the competence increases in an international level, many organizations invest a huge amount of resources in ICT so they can achieve a competitive advantage. Performing information technology projects requires a calculated process to avoid failure; and this requires a proper evaluation and use of methods and techniques appropriate to the project. In performance evaluation process, addressing all aspects of project goals and strategies with regard to huge organization strategies is necessary. Balanced scorecard is a technique that can be used to evaluate the performance in IT projects. This tool can transform goals and strategies resulted from IT projects to operational terms and measurable indicators so the organization can provide a comprehensive performance. In this paper, whilst expressing a framework of IT project life cycles, we will proceed to project evaluation phase in this cycle. Since IT projects have unique properties, therefore, we will first propose traditional and modern evaluation approaches and regarding the deficiencies in these methods, a framework of balanced scorecard tool is suggested for evaluating IT performance from the aspect of huge strategies and indicators relating to any perspectives of it.
