Abstract :
This article focuses on the current uses of the concept of function in integrated region-oriented environmental policy (IREP). In IREP, functions serve as basis for the integration of environmental, spatial, and socio-economic characteristics of a region. However, a definition or classification of functions suitable for IREP has not been proposed by the policy makers. The classification system for functions presented in this article is based on an evaluation of classifications of functions from the domains of spatial planning, nature conservation, water management, and environmental science and policy. The classification comprises 12 main categories of functions: housing, utilities, agriculture, fisheries, industry, mining, services, retailing, transport, recreation, conservation, and protection. Criteria used to develop the classification are: regional orientation, integrative power, regional manageability, homology, exhaustiveness, distinctiveness, richness, and universality.
