Abstract :
Rural development is a guideline for national development and its purpose is to improve the
balanced status of rural communities through enriching people in order to supply preliminary
requirements of people and to insure stable management of resources by participation and supervising
them. The main goal of current study is to study the role of ICT in rural social-cultural development in
standpoint of Ilam City Jihad Keshavarzi experts. Current research is of practical research manner and its
nature is of quantitative manner and concerning the used of questionnaire tool is of survey manner and it
is impractical concerning controlling the variables and its research method is of causal-relational manner.
The main tool of information collection in this research is through questionnaire which it fluency has been
studied by the experts panel of development and education of Azad Islamic university and the experts of
Ilam City telecommunication department. And its durability has been verified by performing preliminary
test and by calculating Cronbach alpha (a=0.84). The statistic population of this research includes all
experts of Ilam City Jihad Keshavarzi which they are totally 270 individuals. The data processing was
used by SPSS software in two descriptive and analytic ways. The findings of correlation hypotheses test
showed that there is a meaningful relationship between constant variables of telephone, radio, TV,
satellite, internet, mobile and computer and rural social-cultural development. Also, the results of multiple
regression showed that two variables of telephone and computer have explained totally 84% of variance
in rural social-cultural development.
