On the convergence of power scaled Cesáro sums

Power scaling is combined with Cesáro summation, and necessary and sufficient local conditions are given for the resulting matrix sequence to converge. It is shown that this convergence is closely related to path conditions on the one hand as well as suitable bilinear consistency conditions on the other hand.
