Abstract :
Given n-by-n matrices A and E, a characterization of the sensitivity of eigenvalues of A with respect to the perturbation A+tE is provided. Distribution of eigenvalues of the family A+tE, , in the complex plane is analyzed and, necessary and sufficient conditions are provided for which A and A+tE are isospectral for all .
