An environmentisanalyzedinwhichagentsjoinclubs(paymentnetworks)inorderto
facilitatetrade.Thenetworkscompilepersonalidentifyingdata(PID)soastomatch
transactors totransactionshistories.Technologicallimitationscausethenetworks’data
managementpracticestoimpacteachother’sincidenceandcostsofidentitytheft.Too
muchdatacollectionandtoolittlesecurityariseinequilibriumwithnoncooperative
networks comparedtotheefficientallocation.Anumberofpotentialremediesare
analyzed: (1)reallocationsofdata-breachcosts,(2)mandatedsecuritylevels,and(3)
mandatedlimitsontheamountofdatacollected
