Abstract :
The welfareeffectsofintergenerationalrisksharingthroughapay-as-you-gosocial
securitysystemthatisefficientlyindexedtowagesorinterestratesarequantified.
Comparingsteadystates,therearelargewelfaregainsofbeingbornintoaneconomy
with efficientrisksharingascomparedtothecurrentU.S.system.Efficientpolicy
involvesanincreasinglyriskynetoftaxincomeoverthelifecycle.Whenadjustmentto
steadystateistakenintoaccount,thewelfaregainslargelyturnnegative.Theresults
arealsocomparedandcontrastedtothefirstbestallocation
