Abstract :
Between1980andtheearly1990sthevariabilityoflaborearningsgrowthratesacross
the prime-ageworkingpopulationfellsignificantly.Thisdeclineandtimingare
consistentwithothermacroandmicroobservationsaboutgrowthvariabilitythatare
collectivelyreferredtoasthe‘‘GreatModeration.’’Thevariabilityofearningsgrowthis
negativelycorrelatedwithageatanypointintime,andtheU.S.workingagepopulation
got olderduringthisperiodbecausetheBabyBoomwasaging.However,thedecreasein
variabilitywasroughlyuniformacrossallagegroups,sopopulationagingisnotthe
sourceoftheoveralldecline.Thevarianceoflogchangesalsodeclinedatmulti-year
frequenciesinsuchawayastosuggestthatbothpermanentandtransitorycomponents
of earningsshocksbecamemoremoderate.Asimpleidentificationstrategyfor
separatingageandcohorteffectsshowsaveryintuitivepatternofpermanentand
transitoryshocksoverthelifecycle,andconfirmsthatashiftovertimeinthestochastic
process occurredevenaftercontrollingforageeffects
