Abstract :
TheinherentsafetyfeaturesofmodularHighTemperatureReactors(HTRs)makeeventsleadingtoseverecoredamagehighlyunlikelyandconstitutethemaindifferentiatingaspectscomparedtoLWRs.Furthermore,whileaknownandstableregulatoryenvironmenthaslongbeenestablishedforLightWaterReactors(LWRs),differentwaysofthinkingmayhelptodevelopamoreappropriatelicensingprocessforHTR-basedpowerplants. TheHTR-LprojectfundedbytheEuropeanCommissioninthe5thFrameworkProgrammewasdedicatedtothedefinitionofacommonandcoherentEuropeansafetyapproachandtheidentificationofthemainlicensingissuesforthelicensingframeworkofthemodularHTRs.Severaltopicsweredevelopedduringthecourseofthisproject. DuetothecharacteristicsoftheHTRdesign,ithasbeennecessarytodefinespecificdefence-in-depthrequirementswhichhavethenbeenevaluatedforimplementationinthesafetyapproach.Safety-relatedfunctionsappropriatefortheHTRdesignhavealsohadtobeidentifiedandlisted.
