Hard thermal loops in a moving plasma and a magnetic mass term

We consider the generating functional for the hard thermal loops of Quantum Chromodynamics for a moving quark-gluon plasma. We show that there is a different but closely related term which gives magnetic screening and can be used as a magnetic mass term in perturbative calculations.
