Long distance contributions to penguin processes b → sγ and b → dγ

We consider the long distance contributions to inclusive penguin processes through processes like b → sV and b → dV where V are 3S1(cc) states ψi in the former case and include ϱ, ω for the latter case. We carefully examine vector dominance for cc states, and conclude that there is a large suppression of ψ ∼ γ transition when ψ is at q2 = 0. The long distance effects can be at most 7% in the amplitude for b → sγ. The long distance contribution to b → dγ is also found to be small.
