Allocation of discrete demand with changing costs

This paper investigates the allocation of discrete demand among facilities by stipulating that the unit mill price charged to users by a facility is a function of the total number of users patronizing that facility. This method of allocating customers to facilities can be used, in conjunction with global search strategies, to find the best location for a new facility.
