Heuristic manipulationattemptstomodifythesearchspaceofanoptimizationproblem,usinginforma- tion providedbyanunderlyingheuristicmethod.Inthispaperitisappliedincombinationwithtabu search tothefixedspectrumfrequencyassignmentproblem. The frequencyassignmentprobleminvolvestheassignmentofdiscretechannels(orfrequencies)tothe transmitters ofaradionetwork,suchasamobiletelephonenetwork.Frequencyseparationisnecessary to avoidinterferencebyothertransmitterstothesignalreceivedfromthewantedtransmitteratthe reception points.Unnecessaryseparationcausesanexcessrequirementforspectrum.Goodassignments minimize interferenceandthespectrumrequired.Infixedspectrumfrequencyassignmentthefrequency spectrum availableisgivenandthetargetistominimizetheinterferenceinthenetwork. Computational experimentsconfirmthatthemanipulationtechniqueisabletodrivetheunderlyingtabu search algorithmtowardsimprovedsolutions.
