Abstract :
Transportation systemanalysismustrelyonpredictionsofthefuturethat,bytheirverynature,contain
substantial uncertainty.Futuredemand,demographics,andnetworkcapacitiesareonlyafewofthe
parameters thatmustbeaccountedforinboththeplanningandeverydayoperationsoftransportation
networks. Whilemanyrepercussionsofuncertaintyexist,aprimaryconcernintrafficoperationsistode-
velop efficienttrafficsignaldesignsthatsatisfycertainmeasuresofshorttermfuturesystemperformance
while accountingforthedifferentpossiblerealizationsoftrafficstate.Asaresult,uncertaintyhastobe
incorporated inthedesignoftrafficsignalsystems.Currentdynamictrafficequilibriummodelsaccounting
for signaldesign,however,arenotsuitableforquantifyingnetworkperformanceovertherangeofpossible
scenarios andinanalyzingtherobustperformanceofthesystem.Thepurposeofthispaperistopro-
pose anewapproach—robustsystemoptimalsignalcontrolmodel;asupply-sidewithindayoperational
transportation modelwherefuturetransportationdemandisassumedtobeuncertain.Arobustdynamic
system optimalmodelwithanembeddedcelltransmissionmodelisformulated.Numericalanalysisare
performed onatestnetworktoillustratethebenefitsofaccountingforuncertaintyandrobustness.
