Abstract
We addressapre-disasterplanningproblemthatseekstostrengthenahighwaynetworkwhoselinks
are subjecttorandomfailuresduetoadisaster.Eachlinkmaybeeitheroperationalornon-functional
after thedisaster.Thelinkfailureprobabilitiesareassumedtobeknownapriori,andinvestment
decreasesthelikelihoodoffailure.Theplanningproblemseeksconnectivityforfirstresponders
between variousorigin–destination(O–D)pairsandhencefocusesonuncapacitatedroadconditions.
The decision-maker’sgoalistoselectthelinkstoinvestinunderalimitedbudgetwiththeobjectiveof
maximizingthepost-disasterconnectivityandminimizingtraversalcostsbetweentheoriginand
destinationnodes.Theproblemismodeledasatwo-stagestochasticprograminwhichtheinvestment
decisionsinthefirststagealterthesurvivalprobabilitiesofthecorrespondinglinks.Werestructurethe
objectivefunctionintoamonotonicnon-increasingmultilinearfunctionandshowthatusingthefirst
order termsofthisfunctionleadstoaknapsackproblemwhosesolutionisalocaloptimumtothe
originalproblem.Numericalexperimentsonreal-worlddatarelatedtostrengtheningIstanbul’surban
highwaysystemagainstearthquakeriskillustratethetractabilityofthemethodandprovidepractical
insightsfordecision-makers.
