Abstract
In thispaper,westudyaprojectassignmentproblem.Specifically,asetofprojects,eachofwhichneeds
to befinishedoveraprojectdevelopmentcycle,aretobeassignedtoagroupofidenticalengineersover
a discreteplanninghorizon.Theworkloadoftheprojectsisdifferentandfluctuatesovertheir
developmentcycles.Ineachperiod,engineershaveamaximumallowedworkload.Theobjectiveofthe
problemistoassigntheprojectstoengineerswiththeobjectiveofbalancingthetotalworkloadamong
the engineers;theloadbalanceismeasuredbythedifferencebetweenthemaximumandtheminimum
total workload.Suchaproblemisnewtotheliterature.AfterprovingtheproblemisstronglyNP-hard,
we proposeatwo-stageheuristicapproachtosolveit.Extensivenumericalexperimentsshowthatthe
proposedapproachcanachieveoptimalornearlyoptimalsolutionsforalltestcases;suchperformance
is muchbetterthanwhatcanbeobtainedfromanIPmodelsolvedwithILOGCPLEX.Ananalysisofthe
algorithmhasalsobeenprovidedtoexplainhowthesuperiorperformancehasbeenachieved.
