Abstract
We presenttheStochasticR-InterdictionMedianProblemwithFortification(S-RIMF).Thismodel
optimallyallocatesdefensiveresourcesamongfacilitiestominimizetheworst-caseimpactofan
intentionaldisruption.Sincetheextentofterroristattacksandmaliciousactionsisuncertain,the
problemdealswitharandomnumberofpossiblelosses.Amax-coveringtypeformulationforthe
S-RIMFisdeveloped.Sincetheproblemsizegrowsveryrapidlywiththeprobleminputs,wepropose
pre-processingtechniquesbasedonthecomputationofvalidlowerandupperboundstoexpeditethe
solution ofinstancesofrealisticsize.Wealsopresentheuristicapproachesbasedonheuristic
concentration-typerules.Theheuristicsareabletofindanoptimalsolutionforalmostalltheproblem
instancesconsidered.Extensivecomputationaltestingshowsthatboththeoptimalalgorithmandthe
heuristicsareverysuccessfulatsolvingtheproblem.Finally,adiscussionoftheimportanceof
recognizingthestochasticnatureofthenumberofpossibleattacksisprovided.
