Abstract :
ABSTRACT: The collection of the charges is the most important problem which the rural water & wastewater company is continuously facing with, because the company for providing of credits needed for current operation part, administrative & public costs of the company relays upon the resources made by selling water. This research is done for investigating factors affecting on delay or non-payment of water bills by customers of Rural Water & Wastewater Company ofGorgancounty and assessment of the rate of their default probability with the use of Logit regression method & maximum Likelihood. For achieving the goal, the customers are divided into two groupsʹ on-time payers & with-delay payers and needed statistics & information is gathered through double-stage cluster sampling and by completion of 172 questioners from the customers of rural water & Wastewater Company. The results show that the variables age, the number of family members, level of education, main job, pure income, cost of water, in-time reciept of water bill, satisfaction from quality & quantity of water and satisfaction from reverence & replication to the complaints of the customers affect their on-time payment of the water bills. And based on statistical indicators from the point of view of coefficients &separation effect, the estimated model is meaningful & has high credit.
