A special class of nested Steiner triple systems

There exists a pair of (v, 4, 1)-BIBDʹs, with block sets B1 and B2 such that it is possible to obtain a Steiner triple system by removing a point from each block in B1 ∪ B2 if and only if v ≡ 1 (mod12).
