New skew-Hadamard matrices of order image and new D-optimal designs of order image

We give two new circlulant D-optimal designs of order 118, which are of Ehlichʹs type. We note this is the first time that a D-optimal has been constructed for order 118=2·59118=2·59. As a consequence new skew-Hadamard matrices of order 236=4·59236=4·59 are also constructed for the first time.
