Abstract
The International Council for Local Environmental Initiatives (ICLEI) actively participated in the formulation of chapter 28 titled “Local Agenda 21” of the Global Action Plan for Sustainable Development, often called Agenda 21. To support the process of developing and implementing Local Agenda 21 at the municipal level, ICLEI launched an international action-research project called the LA 21 Model Communities Program in early 1994. In November 1995, all the municipalities participating in this program came together to review and share their experiences. This article is based specifically on the experiences of the municipalities from the South
