چكيده عربي :
يعتبر الاستقرار السياسي احد القضايا التي استحوذت على تفكير العديد من المفكرين و المحللين السياسيين منذ البدايةالحقيقية للفكر السياسي،و يعد هذا المفهوم من اكثر المفاهيم السياسية تعقيداً و غموضاً،و هو مفهوم معياري فما قد يتسبب فياستقرار دولة ما ، قد يتسبب في الوقت ذاته في عدم استقرار دولة اخرى.و تكمن اهمية هذا المفهوم في كونه يعتبر مطلباً جماعياً تسعى اليه الامم و الشعوب ، لانه يوفر لها الجو و البيئةالضروريين للامن و التنمية و الازدهار.و مهما كان نمط و طبيعة النظام السياسي القائم او السائد في اية دولة فان العاملالمشترك دائماً هو امل النظام الحاكم في ان يكون حكمه مستقراً كي يستطيع الاستمرار.و هو لا يعني تجميد الاوضاع القائمة ، والحفاظ على بقائها و سكونها ، بل يعني ايحاد جو مناسب للتداول على السلطة بين مختلف القوى السياسية ، و خلق جو من حريةالعمل السياسي و نشاط و حركية الاحزاب السياسية كما يقصد به ايضاً مدى قدرة النظام السياسي على تعبئة الموارد الكافيةلاستيعاب الصراعات التي تبرز داخل المجتمع بدرجة تحول دون وقوع العنف فيه . و هو ليس وليد القوة العسكرية و الامنية بلهو وليد تدابير سياسية و اجتماعية و اقتصادية و ثقافية.
