چكيده عربي :
تمتاز مدينة النجف بإمكانات سياحية هائلة نظرا لكونها مدينة دينية مقدسة وعاصمة للثقافة الإسلامية ،فهي تتمتع بالعديد من المزايا وإمكانات الجذب السياحي، لذا ظهرت الحاجة الى دعم وتمويل قطاع السياحة في النجف وخاصة من قبل المؤسسات المصرفية المتمثلة بالمصارف التقليدية والشاملة وبأقل التكاليف.
ولكن تتمثل المشكلة الأساسية هنا في إن معظم المصارف العاملة في النجف سواء كانت تقليدية أو شاملة ،لا تولي عملية تمويل المشاريع الاستثمارية في القطاع السياحي في المدينة أهمية خاصة ،وذلك على الرغم من الأهمية الكبيرة لقطاع السياحة في تعزيز الاقتصاد الوطني ،علاوة على ذلك فان معظم المصارف في المحافظة لا تزال تمارس الوظائف المصرفية التقليدية ،لذا جاء البحث لتقييم هذه المشكلة منطلقا من فرضيات مفادها ،إن الخدمات المصرفية المقدمة يهيمن عليها طابع العمل المصرفي التقليدي ،علاوة على ذلك فان معظم المستثمرين في القطاع السياحي في النجف يفضل اللجوء الى المصارف للحصول على التمويل اللازم لمشاريعهم السياحية ،وان حجم التمويل الذي يقدمه القطاع المصرفي للمشاريع السياحية هو دون المستوى المطلوب .
وتوصل البحث إلى مجموعة من الاستنتاجات أهمها،ان معظم المستثمرين في القطاع السياحي يفضل اللجوء إلى المشاركة مع شركاء آخرين بهدف التمويل بدلا من اللجوء الى المصارف للحصول على الأموال والدعم ،وان حجم التمويل الذي يقدمه القطاع المصرفي للمشاريع السياحية هو دون المستوى المطلوب .وقدم البحث عدة توصيات أهمها ،ضرورة تخفيض المصارف لأسعار الفائدة على القروض ،وعدم المبالغة في الضمانات البنكية والتأمينات على القروض وزيادة فترة السداد ،وتخفيض أقساط السداد ،وتسهيل الإجراءات الروتينية ،علاوة على تقديم التمويل متوسط وطويل الأجل للمشاريع السياحية ،والاهتمام بجدوى المشروع السياحي والتدفق النقدي له أكثر من الاهتمام بالضمانات التي تقدمها .

Advantage of the city of Najaf, the potential of tourism enormous because of being a city sacred religious and the capital of Islamic culture, it has many advantages and potential tourist attractions, so there is a need to support and finance the tourism sector in Najaf, and especially by the banking institutions of banks traditional, comprehensive and low cost.But the essential problem here in that most of the banks operating in Najaf, whether conventional or comprehensive, do not pay the financing of investment projects in the tourism sector in the city is particularly important, in spite of the great importance of the tourism sector in the promotion of the national economy, moreover, most of the banks in the province continues to exercise banking functions of traditional, so it was research to assess this problem, a starting point of the hypotheses that, the banking services provided are dominated by the nature of conventional banking, moreover, most of the investors in the tourism sector in Najaf would prefer to resort to banks for funding necessary for their business tourism, and that the amount of funding provided by the banking sector of the tourism projects is below the required level.The research found a set of conclusions, the most important, most investors in the tourism sector would prefer to resort to engage with other partners in order to finance rather than to resort to banks for funds and support, and that the amount of funding provided by the banking sector of the tourism projects is below the required level. The research was presented several recommendations, most important, the need to reduce bank interest rates on loans, and not to exaggerate the bank guarantees and insurance on loans and increase the repayment period, and reducing repayments, and to facilitate the routine procedures, as well as provide funding medium-and long-term tourism projects, and attention to the usefulness of the tourist project and cash flow has more attention to the guarantees they offer.
