سلطات ومسووليات الانفاق العام للحكومات المركزية والمحلية في الاقتصاد العراقي بعد عام 2003

The goal of this research is to analyze and determine the characteristics of the distribution of public expenditure responsibilities and authorities between centralized and decentralized economy taking into attention the transition experienced by the Iraqi State from central to decentralized system after 2003, to identify the most important bottlenecks and propose some solutions. This research is divided into two sections. The first one is to analyze theoretical aspects in public expenditure responsibilities and authorities at Central and local level through the formation of the pros and cons of transferring responsibility for the provision of services by the Central Government to the local governments and the determinants of effectiveness. The second section of this research is to analyze the powers and responsibilities of the public spending on the Iraqi economy and its evolution through the years (2003-2013).
