شهرها امروزه مقر اصلي تغييرات مثبت و منفي جهان به لحاظ تنوع تمايلات، خواسته ها، نيازها و نگرش ها مي باشند كه هم زماني اين موضوع با - تراكم جمعيت و تقاضاي روزافزون براي داشتن امكانات و تسهيلات پايدار نيازمند داشتن برنامه ها، راهكارها و در اصل راهبردهايي پويا و منعطف در برابر تنوع مسائل عديده امروزي در اين مكان ها مي باشد. يكي از مهم ترين ملزومات شهرهاي امروزين داشتن ايمني ساختاري مي باشد كه بتواند زندگي پايداري را براي شهروندان خود تضمين كند. از بين رويكردهاي متناسب با تضمين ايمني ساختاري و عملكردي براي شهرها رويكرد تاب آوري به عنوان يك استراتژي دفاع غير عامل نقش مؤثري را در ارتقاي توان و ظرفيت پايايي و ماندگاري عملكردي و ساختاري شهرها را دارد. اين رويكرد به عنوان يك رويكرد پايدار شناخته شده در بسياري از كشورهاي جهان به خصوص در كشورهاي توسعه يافته به اجرا گذاشته شده است. با اين تفاسير در پژوهش حاضر تلاش شده است به تعاريف و مفاهيم تاب آوري شهري پرداخته شده است.
