چالش ها و راهكارهاي توسعه آموزش عالي فراملي در ايران

امروزه دستيابي به پيشرفت و توسعه مستلزم برخورداري از سطح موثري از همكاري ها و تعاملات برون مرزي است. از لحاظ فلسفي و تاريخي، نهاد دانشگاه، هم از منظر كاركردي و هم از منظر رويكردي، داراي سابقه اي طولاني در زمينه ارتباطات و تبادلات ملت ها و فرهنگ ها به شمار مي رود. «مك لوقلين، يكي از صاحبنظران حوزه آموزش عالي، هدف اصلي بين المللي سازي آموزش عالي را افزايش توانايي هاي دانشجويان براي مشاركت در تصميم گيري ها و حل مسائل مربوط به شغل به گونه اي كه منعكس كننده دانش آنها نسبت به ساير فرهنگ ها و احترام به آنها باشد، مي داند. در اين شرايط است كه دانشگاه ها بايد به نيازهاي دانشجويان براي كسب شايستگي هاي ملي و جهاني اهتمام ورزند و آنها را براي رقابت هاي حرفه اي آماده سازند. بين المللي كردن آموزش عالي شامل تسهيم فعاليت هاي علمي، ترويج نوآوري و درك متقابل فرهنگ هاي مختلف با هدف بهبود زندگي و رفاه بشريت است. كاهش اثر بخشي سرمايه گذاري در آموزش عالي در سطح ملي كشورها را وادار نموده تا به جهاني سازي فعاليت هاي آموزشي جهت كاهش هزينه ها و استفاده سريع تر و آسان تر از امكانات كشورهاي ديگر بپردازند. مقاله حاضر در صدد است تا ضمن تبيين عناصر و مولفه هاي تاثير گذار در فرآيند بين المللي شدن آموزش عالي به ارائه سياست ها، برنامه ها و راهبردهاي آموزش عالي ايران در راستاي بين المللي سازي بپردازد.

Today, progress and development involves having an effective level of cooperation and cross-border transactions. In terms of the historical and philosophical the university in both functional perspective and the perspective of the approach has long history in the field of communication and exchange of peoples and cultures. Mac Loghlin is one of experts in the field of higher education believes that the main objective of the internationalization of higher education as “enhance the student's ability to participate in making decisions and solving problems relating to job in a way that reflects their knowledge of other cultures and respect them”. In these circumstances, the university should make efforts to provide the student the needs of competence of national and global and prepare them for professional competition. Internationalizing higher education is including multiplexing science activities; promote innovation and mutual understanding of different cultures with the goal of improving the lives and welfare of humanity. Reduce the effectiveness of investment in higher education in national level has forced countries for globalization of the educational activities to reduce costs and to use faster and easier of the facilities of other countries. This paper seeks to explain the elements and components affecting the process of internationalization of higher education while provide policies, programs and strategies of higher education in Iran in line with the internationalization.
