چكيده فارسي :
هدف پژوهش حاضر ارايه چارچوب مناسب براي تربيت مديران كارآمد در بخش تعاون كشور با تكيه بر سه جنبه آموزش، پژوهش و ترويج مي باشد روش تحقيق توصيفي پيمايشي، جامعه پژوهش كليه مديران بخش تعاوني در سه سطح ارشد وزارتخانه مياني اتاق هاي تعاون و اتحاديه ها و اجرايي مديران عامل شركت هاي تعاوني بوده نمونه آماري 200 نفر از مديران سطوح سه گانه ذكر شده بودند كه به شيوه نمونه گيري تصادفي طبقه اي انتخاب شدند. براي گردآوري داده ها از پرسشنامه محقق ساخته استفاده شده است پرسشنامه مذكور در سه حيطه آموزش پژوهش و ترويج داراي 30 شاخص مرتبط و در مديريت كارآمد با 6 مولفه اصلي طراحي شد 6 مولفه اصلي بدست آمده از پژوهش در زمينه مديريت كارآمد عبارتند از: مديريت مشاركتي، توسعه منابع انساني، توانمندسازي فناوري اطلاعات و ارتباطات، يادگيري سازماني و كارآفريني را كه به عنوان محورهاي اصلي تربيت مديران كارآمد انتخاب و با استفاده از آمار توصيفي و استنباطي فاصله وضع موجود و مطلوب اين مولفه ها از ديد مديران سطوح سه گانه برآورد و از طريق تحليل عاملي اولويت بندي آنها نيز انجام شد.نتايج يافته ها نشان داد كه بين وضع موجود و مطلوب از نظر مديران تفاوت معنادار وجود دارد سپس با توجه به يافته هاي فوق براي ارتقا و اصلاح نظام آموزش پژوهش و ترويج و با عنايت به برنامه هاي بلندمدت ميان مدت و كوتاه مدت توسعه و سند چشم انداز مفاهيم اصلي و سازوكارهاي مناسب با آنها در قالب يك چارچوب ادراكي طراحي و پيشنهاد گرديده است پژوهشگر جهت تعيين درجه تناسب اين چارچوب ادراكي از نظر ارزشمند 27 نفر از متخصصان خبره امر بهره مند گرديد كه درجه تناسب در مجموع نمره 97 از 100 برآورد شده است.

In such a contemporary century in which, world is continuously exposed to economic, social and cultural changes as well as globalization trend which result in the increasing gap between the rich and the poor or the North and the South, and consequently a big need is felt for a movement to tackle with global forces. Cooperatives, meanwhile, as the biggest world economic movement, represent organizations with one billion individual members and two hundred international organizations. Insisting upon the key role of Article No. 44 of the I.R. of Iran constitution, as well as the National Perspective Bill, cooperatives sharing to 25% of the whole economic activities of the country, play a strategic role in the national development process. Registration of 98000 cooperatives in Iran substantiates such a claim.
Cooperative managers' education at upper, middle and executive levels, is highly essential for maintaining the cooperatives, and stands as the main objective of this paper. The research methodology was descriptive survey of exploratory type. All managers of cooperative section including: upper (Ministry), middle (Cooperative chambers and syndicates) and executive (directing managers of cooperatives) formed the population of the research. A sample of around 200 was selected through stratified random sampling. After reviewing the literatures and studying the library sources, a questionnaire containing 30 related components and 6 main elements of efficient management in 3 fields mainly : education, research and extension was designed to collect data. 6 main components were: participatory management, human resource development, empowerment, ICT, organizational learning, and entrepreneurship which acted as the main factors for educating the efficient managers. The gap between the existing status and the desirable condition was determined through the managers' viewpoints. Priority of components was identified by factor analysis. Relying on the findings of the research and focusing on the long, middle and short term National Plan of Development, the conceptual framework was designed and proposed. Its suitability degree was then evaluated through the 27 experts’ viewpoints. The degree was 97 out of 100. Finally, some amendments were also proposed at the end.
