ازريابي به كارگيري برنامه ريزي سلولي عصرمدار براي توسعه صنعت فولاد كشور در مطالعه موردي مجتمع فولاد مباركه اصفهان

Studying Possibility of Era-Based Cellular Planning Deployment for the Development of Esfahan s Mobarakeh Steel Company

ژوهش حاضر بدنبال بررسي و ارزيابي امكان به كارگيري مديريت راهبردي به روش سلولي عصرمدار در صنعت فولاد كشور به طور عام و در مجتمع فولاد مباركه اصفهان به طور خاص مي باشد. بدين منظور با بررسي امكانات و وضعيت موجود و نيز نقاط ضعف و قوت مجموعه با بهره گيري از دانش و تجربه متخصصين و خبرگان اين حوزه ، يك سري سناريوهاي قابل توصيه با درنظرگيري مفروضات ناظر بر سه عصر اقدام ، آينده مطلوب و آينده آرماني براي توسعه شركت فولاد مباركه اصفهان تبيين و طراحي گرديد كه در ادامه مي آيد. پژوهش انجام گرفته از نوع كيفي و تكنيك استفاده شده در آن از نوع تحليل تم مي باشد و حاصل مجموع 21 مصاحبه اي كه با خبرگان اين حوزه انجام گرفت درنهايت به 31 تم محوري و 10 تم اصلي منتج گرديد. همچنين براي هر عصر ، 4 سناريو و در مجموع 12 سناريوي قابل توصيه براي عصرهاي اقدام ، آينده مطلوب و آينده آرماني طراحي گرديد كه هر سناريو به صورت نمادين نام گذاري شد. سناريوهاي دوازده گانه به ترتيب عبارتند از : فولاد جامع ، فولاد خلاق ، فولاد يكپارچه و فولاد واقع نگر در عصر اقدام ، فولاد حمايتگر ، فولاد تعامل گر ، فولاد جانما و فولاد سبز در عصر آينده مطلوب و فولاد ايراني ، فولاد كيفي ، فولاد بهره ور و فولاد پايدار در عصر آينده آرماني.

The present study seeks to examine and evaluate the possibility of employing strategic management with the approach of Era-based cellular for the Iranian steel industry in general and for the Mobarakeh Isfahan Steel Company in particular. Thus, by examining the available assets and the present situation and also the strength and weaknesses of the complex, using the knowledge and expertise of skilled professionals, a set of advisable scenarios were designed and explained for the development of the Mobarakeh Isfahan Steel Company considering the hypothesizes presiding over the three era of action, desirable future, and ideal future, which will follow. The present research is qualitative and the technique used in it is thematic analysis and the results of the 21 interviews with the professionals of this field eventually lead to the conclusion of 31 pivotal themes and 10 principal themes. Also for each era 4 scenarios and in total 12 advisable scenarios were designed for the eras of action, desirable future, and ideal future and each scenario was given a symbolic name. The 12 scenarios are by order: comprehensive steel, creative steel, coherent and realistic steel at the era of action, supportive steel, interactive steel, locator steel and green steel at the era of desirable future and Iranian steel, qualitative steel, utilizing steel and stable steel at the era of ideal future.
