بررسي علل قاچاق اتباع بيگانه و راهكارهاي پيشگيري از آن در شهرستان بم

تشخيص و شناسايي عوامل موثر بر قاچاق اتباع بيگانه و به ويژه بررسي راههاي پيشگيري از آن در شناسايي وضع موجود¬ مناطق مرزي، آگاهي از نقاط قوت، كمبودها و نواقص احتمالي با هدف ارتقاء سطح امنيت و جلوگيري از عواقب ناشي از اين پديده كه در سالهاي اخير مورد توجه قرار گرفته است، مي‎تواند در اين امر موثر واقع شود.تحقيق كنوني به شيوه توصيفي و تحليلي و با استفاده از داده¬هاي گرد¬آوري شده، از طريق پرسشنامه، اين موضوع را در شهرستان بم مورد بررسي قرارداده است. دادهاي گرد¬آوري شده از بين 120 نفر پرسشنامه توزيع گرديده بود، جمع¬آوري شد. داده¬هاي گردآوري شده با استفاده از نرم¬افزار Spss21 و با بهره¬مندي از ضرايب همبستگي پيرسون، رگرسيون گام به گام و تحليل مصاحبه هاي انجام شده در طول پژوهش، تجزيه و تحليل شد. ﻧﺘﺎﯾﺞ نشان داد كه بين عوامل (حقوقي،اقتصاديريال اجتماعي، فرهنگي) و قاچاق اتباع بيگانه با سطح(0.000) كه پايين¬تر از سطح معني¬دار 0.05 مي-باشد، رابطه معني¬دار آماري وجود دارد. به همين دليل، به نظر مي¬رسد كه چنانچه اين مؤلفه¬ها به شكل مناسب و هدفمند اجرا شوند و كمبودهاي هر يك ازين عوامل برطرف شود، ميزان قاچاق اتباع بيگانه نيز كاهش خواهد يافت. با توجه به پژوهش صورت گرفته، بايد عنوان كرد براي كاهش ميزان قاچاق در اين شهرستان، هنوز مشكلات و موانع بسياري بر سر راه مسئولين و مديران شهري وجود دارد. در واقع، به نظر مي¬رسد بي¬توجهي¬هاي صورت گرفته در اين زمينه، سبب قاچاق اتباع بيگانه از جمله اتباع افغاني به اين منطقه گرديده¬است. اهميت دادن به بحث قاچاق اتباع بيگانه و عوامل مؤثر بر آن در اين منطقه مي¬تواند باعث بالا رفتن امنيت اين منطقه گردد. اميد آن مي‎رود كه اين پژوهش گام مثبتي در جهت رسيدن به زندگي مطلوب و دلخواه در شهرها كه هدف همه مسئولين و شهروندان، باشد و تا حدودي در رسيدن به اين هدف جامه عمل بپوشاند.

Through questionnaires, this issue was investigated in Bam city. . Collected data was distributed among 120 questionnaires distributed. Collected data was analyzed using Spss21 software, using Pearson correlation coefficients, stepwise regression, and analysis of interviews conducted during the research. The results showed that there is a statistically significant relationship between factors (legal, economical social, cultural) and trafficking of foreign nationals with a level (0.000) which is below the significant level of 0.05. For this reason, it seems that if these components are implemented properly and purposefully and the deficiencies of each of these factors are eliminated, the smuggling of foreign nationals will also decrease. According to the research, it should be noted that in order to reduce the amount of smuggling in the city, there are still many problems and obstacles facing the authorities and city managers. In fact, it seems that the comments made in this regard have caused smuggling of foreign nationals, including Afghan nationals. The importance of smuggling foreign nationals and the factors affecting it in this region can increase the security of the region. It is hoped that this research will be a positive step towards achieving a desirable and desirable life in cities, which is the goal of all officials and citizens, and to some extent achieve this goal.
