The rapid and continuous developments of the present day have caused the time, energy, and financial resources of all large and small, profit-making and non-profit organizations to advance and achieve their goals, which are generally designed by senior executives of these organizations. This article aims to investigate the effective factors in formulating strategies for governmental organizations in government agencies of the city of Saqez. From the point of view of applied research and in terms of the nature of data collection, descriptive-survey data has been used. The statistical population of the study was managers and planners of governmental organizations. Data were collected using a questionnaire. After data collection, using structural equation modeling, LISREL software was analyzed. At first, effective factors were identified and extracted by factor verification. Then, based on them, a model was developed to formulate strategies in governmental organizations. The factors under investigation were the strategy s formulation, location analysis of the organization, external environment of the organization, the organization s internal environment and key success factors.
